Abigail Alter is an associate with RMI’s Carbon-Free Buildings program where she contributes to projects crafting regulatory solutions to building decarbonization. She has written and submitted comments on the regulatory implications of aligning utility gas transition planning with states’ climate policies in Massachusetts, Colorado, Wisconsin, Washington, and Nevada. Abigail also provides technical assistance to local nonprofits engaging in gas transition and regulatory issues.

Background

Prior to joining RMI in March of 2021, Abigail worked as an intern in the office of Senator Brian Schatz, the senior United States senator from Hawaii, where she researched and summarized states’ on-bill financing programs for senior environmental policy aides.

While in undergrad, Abigail wrote her senior thesis on the application of energy justice to Hawaii’s regulatory approach to its clean energy goals.
